SEP TOPIC VIII-1.A, POTENTIAL EQUIPMENT FAILURES ASSOCIATED WITH A DEGRADED GRID VOLTAGE - YANKEE NUCLEAR POWER STATION The purpose of the above topic is to assure that a degradation of the offsite power system will not result in the loss of capability of redundant safety-related equipment and to determine the susceptibility of such equipment to the interaction of onsite and offsite emergency power sources. The resolution of multi-plant actions B-23 and B-48 satisfy the requirements of this SEP topic. The purpose of MPA B-23 is to determine the grid characteristics and to provide a suitable system to isolate the plant from the grid in the event of grid voltage degradation. The purpose of MPA B-48 is to determine the minimum acceptable bus conditions which will then define the set point for the degraded grid pmtection system.

Our Safety Evaluation Report for MPA B-23 for Yankee was forwarded to you by letter dated September 27, 1982.

In that letter, the staff found your proposed modification to provide automatic separation of the Class 1E buses from a degraded offsite power source under accident conditions acceptable.

Under non-accident conditions, however, a degraded grid voltage con-dition requires operator actions to protect the Class 1E systems.

The letter sent to you proposed that operating procedures be developed to handle such situations. The development of these procedures will be reviewed during the SEP Integrated Assessment of your facility, Because these procedures are directly related to our evaluation of 4

SEP Topic VII-3, Safe Shutdown.

We have also requested the design details for diesel generator load shedding. These details are directly related to our evaluation of g@

SEP Topic VIII-2, Onsite Emergency Power Systems - Diesel Generator.

James A. Kay Regarding the resolution of multi-plant action B-48, our SER was an enclosure to a letter from D. Crutchfield to J. A. Kay dated July 13, 1981. Our SER stated that B-48 had been completed in a manner that was acceptable to the staff.

For the reasons discussed above, SEP Topic VIII-1.A is considered complete for the purpose of conducting the integrated assessment of your facility.
