Proposed Update to the In-Service Inspection and Testing Program Technical Specification Surveillance Requirements Oear Mr. Clark:

This letter is to propose the fcilowing changes to the Fort St. Vrain Technical Specifications (included in Attachment 2 together with their respective Basis):

- modified SR 5.1.2, SR 5.2.1 through SR 5.2.5, SR 5.2.16 through SR 5.2.18, and SR 5.2.22;

- new SR 5.2.25 through SR 5.2.28;

- modified SR 5.3.1 through SR 5.3.4; and

- new SR 5.3.9, SR 5.3.10, and SR 5.3.11.

No changes were required to SR 5.2.13, SR 5.2.14, and SR 5.2.15.

A summary of the individual changes to the above Technical Specification Surveillance Requirements is provided (Attachment 1),

The summary describes the changes between (1) the proposed Technical Specifications and the current Technical Specifications, and (2) the proposed Technical Specifications and the draft Technical Specifications included in Public Service Company preliminary submittals.

Included for your information is the Safety Analysis Report (Attachment 3) for the proposed update of the Fort St.

Vrain In-Service Inspection and Testing Program defined by the Technical Specification Surveillance Requirements.

-g-1 A schedule is provided (Attachment 4) for implementation of the modified and new surveillance requirements, which is contingent upon the Nuclear Regulatory Commission's approval of the proposed changes.

We are evaluating the definition in Section 2.18, " Surveillance Interval," in the current Technical Specifications to determine compatibility to those proposed surveillance tests with larger intervals.

If a revision.to the definition is required for clarification, we will submit a change in a followup to this letter.

J In accordance with the provisions of 10CFR170, we believe the proposed changes are exempt from amendment fees since they are made at the request of the commission.

We request your concurrence with the proposed revisions as soon as possible.
