Subject: Combined Inspection 50-277/02-19,50-278/62-18
This transmits the findin9s of the routine resident safety inspection by
!5r. A. R. Blough on August 7 - Septenber 15, 1982 at the Peach Bottom Atomic
Power Station, Celta, Pennsylvania. These findings were based on observation
of activities, interviews, measurements, and docunent reviews, and have been
discussed with Mr. W. T. Ullrich of your staff.
The enclosed report details a failure to follow Unit 2 Technical Specification
'
Limiting conditions for Operation regarding primary containnent integrity. We
i
are concerned about your repeated violation of primary containant require-
I
nents--a previous occurrence was discussed at our Enforcecent Conference on
July 22, 1982. We are also concerned regarding your overall control of equip-
rent line-ups, in view of the facility's history of significant valving errors.
Recent crrors include, in addition to the prinary containment violations,
iraroper valving of main stea, flow transmitters and the back-up air supply to
the Automatic Depressurization Systen (reference tiRC Region I Report 50-277/
82-14,50-278/82-14). We are considering an additional Enforcement Conference
on these natters and will contact you shortly. Our enforcecent action vill be

forwarded by separate correspondence. Thus, no reply is required at this time.
In accordance with 10 CFR 2.790(a), a copy of this letter and enclosures will
be placed in the tiRC Public Document Room, unless you notify this office, by
telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of
this letter.
Such application must be consistant with the requiremnts of
