Gentlemen:
This refers to the investigation conducted by Region III during the
period January 5 to March 3, 1982, at the Clinton Nuclear Power Station,
.,
Clinton, Illinois, of activities authorized by NRC Construction Permit -
No. CPPR-137.
The report setting forth the results of the investigation
is enclosed.
This investigation disclosed thet QC inspectors were intimidated by manage-
ment personnel. As a result, this matter has been referred to the Office
of Inspector and Auditor for review and possible referral to the Department
of Justice.
In addition, the investigation revealed a breakdown of your
quality assurance program as related to electrical construction.

As part of our review of this matter, an enforcement conference was
held at the Region III Office, Glen Ellyn, Illinois on' April 8, 1982..~
NRC Regional personnel discussed our particular conct(Ens about the

investigation findings and informed members of your. staff that escalated
'

enforcement action is being considered. Correspondence relating to this
_
matter will be provided to you at a later date,-as' appropriate.
In accordance with 10 CFR 2.790(a), a copy of this letter and the-enclosure'
will be placed in the NRC Public Document Room unless you notifyrthis ottice

by telephone, within ten days of the date of this letter and submit written
application to withhold information contained therein within thirty days of
the date of this letter. Such application must be consistent with the re-
quirements of 2.790(b)(1).
