( 1escription of Occurrence: On November 24, 1978, it was discovered that during the implementation of Facility Change Request (FCR)78-083, which was the installation of the new security system, that the procedure did not state the requirements of Tech-nical Specification 3.7.10, which states:

"All penetration fire barriers protecting safety related areas shall be functional at all times. When one or more of the above required pene-tration fire barriers are non-functional, establish a continuous fire watch on at least one side of the affected penetration within one hour".
