REACTOR BUILDING BASE MAT - WOLF CREEK GENERATIhG STATION As you are aware, the Commission's Office of Inspection and Enforcement t'

(.I&E).has maintained a dialogue with you and members of your staff regarding the investigations being performed with regard to the low 90-day concrete strengths reported for the reactor building base mat at the Wolf Creek Generating Station.

On December 5,1978, representatives of I&E Region IV met with you and members of your staff in their Arlington, Texas office to summarize their current understanding of the above situation, Subsequently, I&E discussed the situation with the Office of Nuclear Reactor Regulation (NRR) and we concluded that the matter should be discussed further between your staff and members of I&E and NRR.

2 Therefore, we request a meeting with your staff in Bethesda, Maryland, at a mutually agreeable time, to discuss the courses of action that can be taken to resolve this matter. Mr. E. A. Licitra, the Licensing Project Manager, will contact your office shortly to make arrangements for such a meeting.
