SUlHARY OF MEETING TO DISCUSS R0D BANK SWAP MEASUREMENT PROGRAM C
A meeting was held in Bethesda on September 29, 1978, to discuss the Westinghouse proposed rod. bank swap measurement program.
A list of Westinghouse and NRC staff attendees is enclosed.
5 At the meeting, B. L. Palowitz and T. Camden of Westinghouse, W, made proprietary presentations. A letter summarizing their presentations, copies of the slides shown at the meeting, and a request to withhold proprietary information will be submitted by W.
A substantial fraction of the data presented was previously submitteT on the Pt. Beach and Kewaunee dockets.
Several salient issues were discussed:
1.
" Measured" values previously reported were sensitive to pre-test calculational predictions used in the data reduction.
W has proposed
(
a new data reduction technique which is claimed to substantially reduce b
the sensitivity of " measured" values to calculated predicted values.
In essence, an integral rather than differential fonn of the data reduction algorithms has been proposed.
2.
W has and continues to assert that the arithmetic sum of the individual rod bank swap tests be used as a measure of shutdown margin.
NRC staff members have noted that this sem does not correspond to a physicallfl realizable state point. W asserts that the deviation between the arith-metic sum of the "measureiP' and predicted individual bank worths is:a measure of the deviation of the n-1 rod worth prediction.

(a) total worth measurements are insensitive to substantial systematic core perturbations and (b) individual measurements of the first four control banks, or all l

. or all the banks, are of comparable usefullness in deducing the n-1 shutdown worth, or infering core perturbations.
i Follow up Rick Tulley, W, agreed to:
(1) Submit information presented at the meeting as a proprietary class II letter.
(2) Quantity the axial dependence of the calculated parameter alpha which is used in the proposed data reduction algorithms.
(3) Test the validity of their proposed algorithms and predictive capability by reanalysis of previously performed startup tests.
(Only one startup test was analyzed using their revised algorithms for the meeting).

A go-no go decision for Pt. Beach will be made by October 13, 1978
