NRC Region I Resident Inspection Report Nos. 50-317/93-22 and 50-318/93-22
(July 4,1993 - August 7,1993)
This report transmits the findings of the safety inspection conducted by the resident inspectors
at the Calvert Cliffs Nuclear Power Plant. At the conclusion of the inspection, these findings
were discussed with Mr. Cruse of your staff.
Areas 2xamined during this inspection are described in the NRC Region I Inspection Report
which is enclosed with this letter and were selected in order to ensure that your facility is
operated with due regard for the public health and safety. Within these areas, the inspection
consisted of selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors. Overall, the NRC has concluded that your facility
was operated in a safe manner.
Inspectors reviewed the circumstances surrounding an improper entry into a radiologically
controlled area (RCA) by a contract worker who had not completed General Orientation Training
Part 2 for radiation workers. Inadequate training and a failure by BG&E to adequately
emphasize entry requirements contributed to this event.
Also, inspectors identified several deficiencies while observing maintenance on a safety-related
heat exchanger. The problems included performing procedure steps out of order, performing
a step incorrectly, and failing to meet the prescribed foreign material exclusion control
requirements. Of particular note was the failure of maintenance supervisor to adequately control
this activity. The improper entry into the RCA and the failure to adhere to procedures during
the maintenance activity were violations of NRC requirements. However, the violations were
'
not cited because the criteria for discretion specified in Section VII.B of the NRC Enforcement
Policy was satisfied.
