Dear Mr. Barton:

SUBJECT: NRC Inspection No. 50-219/93-13

An announced inspection at the Oyster Creek Nuclear Generating Station was conducted by

Mr. L. Eckert on July 12-16, 1993. The inspection findings were discussed with members

of your staff on July 16, 1993.

Areas examined during this inspection were important to health and safety and are discussed

in the enclosed inspection report. These areas included: quality assurance audits and

surveillances, training (in radioactive waste and transportation requirements) and

qualifications of personnel, the radwaste organization, implementation of the radwaste

program, and radioactive material shipping records. Within these areas, the inspection

.

consisted of selective examinations of procedures and representative records, interviews with '

personnel, and observations by the inspector.

The quality assurance and radwaste training programs were well implemented. The radwaste

organization was staffed with a stable work force of well qualified individuals in the radwaste

and transportation area. The radwaste program was, in general, well implemented.

Improvement was noted concerning minimizing radwaste generation.

Two radioactive material shipments were identified to be in violation of regulatory

requirements. The violations are not being cited due to their low safety significance, good

past performance, and extensive corrective actions. Continued attention to the preparation of

radioactive waste for shipment is necessary to prevent these types of problems from recurring

in the future.
