This refers to the results of the routine resident safety inspection conducted by Messrs.

R.' Plasse, W. Mattingly, and W. Schmidt from June 20 through August 7,1993, at Nine Mile
Point Units 1 and 2, Scriba, New York. Mr. Plasse discussed the inspection findings with
members of your staff at the exit meeting conducted on August 17, 1993.

This inspection was directed toward areas important to public health and safety. The enclosed
i
NRC Region I Inspection Report describes the areas examined during the inspection. Within
i
these areas, the inspection consisted of observation of activities in progress, interviews with
!
personnel, and selective examinations of procedures and representative records.

Your staff operated both units safely. This included excellent initial identification by Unit 2
,
!
operators of the overheating offgas charcoal beds. We note that your evaluation of the cause
and corrective actions for this event were in progress at the conclusion of the period. This issue
will remain unresolved, pending review of your corrective actions when they are complete.
