On June 15, 1993, you forwarded to Chairman Ivan Selin and to Mr. James Taylor, Executive Director for Operations, a copy of the information you' presented on June 10, 1993, at the systematic assessment of licensee performance (SALP) meeting with Boston Edison Company relative i
to the Pilgrim Nuclear Power Station.
In your letter,. you raised concerns about the SALP process, the evaluations of the emergency preparedness area by the U.S. Nuclear Regulatory Commission (NRC) and the Federal Emergency Management Agency (FEMA) and the NRC conclusions contained in the SALP report.
j We take seriously concerns raised about the NRC and its processes.
Accordingly, an independent review of the portions of your letter related to.
LRC's review of the licensee's performance during the emergency exercise was completed by NRC's Division of Radiation Safety and Safeguards. The SALP j
board reconvened on August 10, 1993, to consider the enclosed assessment. The final SALP report will. reflect that consideration. A copy of your letter has i
been forwarded to the NRC Inspector General for information and action as he -
deems appropriate. On June 25, 1993, the issues in your letter that are under FEMA's purview were forwarded to FEMA for evaluation.
FEMA either will respond to you directly or will submit its response to NRC for forwarding to I
you.
