Dear Pr. Perry:

This letter refers to a routine safety inspection conducted by Mr. J. M. Ulie

of this office on April 22-26, 1991. During this inspection, we reviewed

activities at the Clinton Power Station authorized by NRC Operating License

NPT-62. We discussed our inspection findings with you and others of your staff

on April 26, 1991, and during a telephone conversation on May 28, 1991.

The enclosed copy of our inspection report identifies specific areas examined

during the inspection. The inspection was conducted to assess and evaluate the

impicmentation of the station fire protection program. Within these areas we

selectively examined procedures and representative records, conducted interviews

with your personnel, and made observations of activities in progress.

Overall, we concluded that implementation of your fire protection program at

the Clinton Power Station was good.

Strengths included the actions of the fire

brigade members during a witnessed fire drill, the control of combustibles and

cleanliness of the plcat, and very knowledgeable and trained mechanical

maintenance personnel. A weakness was noted regarding the lack of a plan to

conduct periodic fire damper drop tests to assure continued damper operability.

No violatior.s of NRC requirements were identified during the course of this

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a _ copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
