Dear Mr. Shelton:

liRC Region 111 has received the enclosed Federal Emergency Management Agency (FEMA) letter dated April 18, 1991, and associated tinal exercise evaluations of the offsite portion of the Davis-Besse Nuclear Power Plant's emergency preparedness exercise conducted on August 8-9, 1990.

Offsite participation l

included the States of Ohio and Michigan and Counties of Ottawa, Lucas, and Sa ndu s ky.

FEMA concluded that the offsite radiological emergency response plans and l

preparedness at the Davis-Besse Nuclear Power Plant are adecuate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the site. As a result, the approval of offsite emergency preparedness under FEMA Rule 44 CFR 350 will remain in effect.

You are requested to followup with offsite officials on the status of any outstanding items identified by FEPA.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of l

this letter and the enclosure will be plat.ed in the NRC's Public Document Room.
