Dear Mr. Congel:
Enclosed is a copy of the final exercise report for the August 8-9, 1989, exercise of the offsite radiological emergency response plans for the Davis-Besse Nuclear Power Plant.
The State of Ohio, Ottawa and Lucas Counties, plus the Toledo Edison Company fully participated in the exercise.
Sandusky County, Ohio, and the State of Michigan only partially participated in the exercise.
The exercise report, dated March 8, 1991, was prepared by the Federal Emergency Management Agency (FEMA) Region V staff and copies of the report will be provided to the States of Ohio and Michigan.
There were no Deficiencies identified during the August 8-9, 1989, exercise.
However, the exercise report identifies seven Areas Requiring Corrective Action.
A schedule of corrective actions has been provided by the State of Ohio in response to the exercise weaknesses identified.
Additional verification will be provided by FEMA Region V during the May 8, 1991, exercise for the Davis-Besse Nuclear Power Plant.
Based on the results of the August 8-9, 1989, exercise, the offsite radiological emergency response plans and preparedness for the Davis-Besse Nuclear Power Plant are adequate to provide reasonable assurance that appropriate measures can be taken to protect the health and safety of the public in the event of a radiological emergency at the site.
Therefore, the Title 44 CFR, Part 350 approval of the offsite radiological emergency response plans and preparedness site-specific to the Davis-Besse Nuclear Power Plant granted March 15, 1991, continues to be in effect.
