CRYSTAL RIVER UNIT 3 - STEAM GENERATOR EDDY CURRENT EXAMINATION (TAC NO. 77031)

The staff hos revicwed the results of the Refuel 7 eddy current examination of the once-thrcugh steam generator (OTSG) tubes at Crystal River Unit 3 (CR-3).

Although the approach used by Florida Power Corporation (FPC) to randomly select and sample tubes did not follow the progressive logic of Table 4.4-2 of the Technical Specifications (TS), the small number of defective tubes, compared to the large sample size, has adequately demonstrated the integrity of the OTSG pressure boundaries.

FPC's approach to the sample tube selection and sampling sequence carries the implied assumption that the results of the sa:ple at each stagt would be no worse than C-2 (see TS Table 4.4 2), and would not result in sufficient defective tubes to be C-3.

(A C-3 result would require sampling all of the tubes in the dffected steam generator). This assumption may not be valid as a general rule.

However, the results of Crystal River's examination indicate that the assumption was reasonable in this case, As the steam generators continue in service, how-ever, this assumption becomes less valid.

Since the assumption cannot be proven valid until after testing is completed, TPC should adhere to the progressive logic of the TS in the future.

This cor-pletes our efforts on TAC No. 77031.
