McGuire Nuclear Station Docket Numbers 50-369 and -370 Catawba Nuclear Station Docket Numbers 50-413 and -414 Supplement to Technical Specification Revision Application; Change in Control Rod Drop Times By letter dated April 11, 1991, Duke Power Company submitted the suject application for Technical Specification amendment, to revise the required control rod drop time from 3.3 seconds to 2.2 seconds.

Attachment III of the application for amendment provided an analysis, pursuant to 10CFR 50.90, to support the finding that the proposed amendments would not involve a Significant Hazards Consideration. This analysis contained the following statement:

"There is no need to revise any procedures to operate or maintain the plant." Subsequent telephone conversations with NRC Project Management have concluded that this statement is not strictly true.

The statement was intended to infer that no functional change to the testing, operation, or maintainance procedures would be required. However, since the required control rod drop time appears in the procedure as an acceptance criterion, the appropriate test procedure will need-to be revised to reflect the new value. Therefore, it is requested that the statement, "There is no need to revise any procedures to operate or maintain the plant" be replaced with "There is no need to functionally revise any procedures to operate or maintain the plant, other than to substitute the new acceptance criteria in the appropriate rod drop timing test procedure".
