Nuclear Regulatory Commission Document Control Desk Washington, DC 20555 DOCKET 50-155 - LICENSE DPR BIC ROCK POINT PLANT - STATUS OF RESOLUTION OF EOP PROGRAM INSPECTION OPEN ITEMS (INSPECTION REPORT 90008)

By letter dated May 24, 1990, the NRC transmitted Inspection Report 50-155/90008 which reported the results of a safety inspection of the. Big Rock Point Emergency Operating Procedures (EOPs) and E0P Program. The inspection report identified four open items and numerous recommendations aimed at improving the Procedures Generation Package (PCP). Consumers Power Company replied to the inspection report by letter dated June 25, 1990, and made specific commitments to address the four open items. Additionally, a date was established for resolution of the recommendations. This letter provides the status of our efforts to resolve the inspection report open items and recommendations.

OPEN ITEM 50-155/90008-01: This item identified concerns with the E0P basis documene and gave. specific examples of items which the inspectors felt were in need of clarification or more rigorous documentation.

RESPONSE

Consumers Power Company agreed to review each of the identified items, and to update the basir document as required. A June 1, 1991 completion date was established.

STATUS:

Each of the concerns have been reviewed and a revision to update the basis document was prepared.

It is anticipated the revised basis document will be issued by June 1.

OPEN ITEM 50-155/90008-02: This item recommended the range of containment temperature indication be increased to include the environmental qualification temperature of 235'F.

RESPONSE: Consumers Power Company agreed to install upgr.edeo containment monitoring instrumentation during the 1990 refueling outage.

STATUS:

Upgraded temperature monitoring instrumentation covering the recommended range of temperatures was installed during the 1990 refueling outage.

Big < Rock Point Plant RESPONSE TO INSPECTION REPORT 90-08 May 23, 1991 OPEN ITEM 50-155/90008-03:

This item identified two concerns. One concern was related to placing the Emergency Condenser in service without first verifying the reactor had been successfully shut down. The other concern was related to placement of the step directiny the operator to implement the alternate boron injection procedure.

REPONSE: _The June 25, 1990 response to Inspection Report 90008 indicated that the step with respect to initiating the Emergency Condenser was correct as writ ten, and that the basis docen * :.t would be revised to inform the operator of the expected results of placing ua Emergency Condenser in service during an anticipated transient without s: cam (ATWS) situation.

Completion of the basis document

,ision was set for June 1. 1991. The Company agreed to move the step related to alternate boron injection, and stated the applicable E0P would be revised with completion scheduled for October, 1991.

L STATUS:

The revision t.o the basis document to address the results of placing the Emergency Condenser in service during an A1NS has been prepared, the revised document is expected to be issued by June 1.

It is anticipated the E0P revision to move the step directing alternate boron injection will be completed as scheduled.

OPEN ITEM 50-155/90008-04: This item documented a concern with varying interpretation / understanding of an ECCS technical specification, and suggested a revision t o the Technical Specif ications or training in the specification in question would be appropriate.

RESPONSE: The June 25, 1990 response stated our conclusion that the technical specification in question was sufficiently clear and did not require revision, but Li at training was appropriate and would be completed by August 15, 1991.

STATUS:

Training was completed as scheduled.

A suggestion was made for Big Rock Point to resume monitoring the HWR Owner's Group Emergency Procedures Committee activities.

Big Rock Point has resumed membership in this committee and intends to attend meetings as needed to maintain awareness of-issues.which have potential to aftect the E0Ps.

In addition to the open items, the inspection report contained 46 suggestions for improving the EOP program. One of the suggestions requested Consumers Power to evaluate each of the recommendations in NRR's SER to the EOP Program. The SER, transmitted by letter dated February 14, 1990, contained 52 recommendations related to the EOP Program.

In our. June 25, 1990 letter, Consumers Power Company established a June, 1991 date to complete the review and dispositioning of the additional recommendations. To date, action has been initiated on app mximately half of the 98 recommendations, and completion is anticipated by OC^ ^1-0002A-BL01

Big. Rock Point Plant RESPONSE TO INSPECTION REPORT 90-08 May 23, 1991 February 15, 1992. This date is consistent with, and will support the next biannual review of the EOPs, which is due for completion in June, 1992.

Since most of the recommendations are related to the Writer's Guide and Validation and Verification programs, the slippage in the projected completion date is not considered to adversely affect the technical adequacy of the Big Rock Point EOPs.
