1.0 INTRODUCTION

-By' letter dated April 11, 1990,- the Tennessee Valley Authority (the licensee) isubmitted a request for changes to the Browns Ferry Nuclear Plant'(BFN)leteUnits l',
- 2, and 3-Technical Specifications -(TS). The requested changes _would de Appendix B, Environmental Technical Specifications.
This appendix-contains _
'onlyL reporting requirements (to the NRC) on the-use of herbicides for transmission ~
~1ine right-of-way maintenance. Other Environmental Technical Specifications
- were removed ~by: Amendments 132,128, and 103 for BFN Units 1,-2, and 3, respectively.
2.03 EVALUATION.
Current' requirements to report herbicide, usage-to NRC in the Annual Operating
-Report after-the-fact do not provide any controls.which improve nuclear safety..
There_are no NRC' regulations which affeet. herbicide < usage.. Regulation.of these chemicals -is_ provided by the Environmenta1' Protection Agency _(EPA). Deletioniof
- the-Appendix B reporting requirements has no adverse;effect on publicLhealth and' safety,tand are;therefore acceptable.
Removalcof these~ reporting requirements
'does not; diminish TVA's responsibility;to properly use herbicides'in accordance with EPA requirements.
3.0. STATE CONSULTATION ~
'In accordance with'the Comission's regulations, the Alabama State official-was notified.of the. proposed issuance of the amendment. The State official-had'no-coments. :
4.0 cENVIRONMENTAL' CONSIDERATION
'This-amendment relates to changes in record keeping, reporting, or administrative j
procedures or requirements. The-Commission has previously issued a proposed' finding'that the amendment does not involve significant hazards consideration,
- andithere has-been no public comment on such finding (55 FR 18414). Accordingly, i
the amendment meets the eligibility criteria for categorical exclusion ' set forth 9105020300 910429

in'10:CFR 51.22(c)(10). ' Pursuant 1to 10 CFR 51.22(b) no-environmental impact-statement or-environmental' assessment need be prepared in connection with the-issuance ~of-the amendment.
5.0 CONCLUSION
The Commission has concluded, based on the considerations discussed above,.
that:
(1) there is reasonable assurance that the health and safety of the public will:not be_ endangered by operation in the proposed manner, (2) such activities will be conducted ~in compliance with the Commission's regulations, and (3) the issuance of the amendment will not be inimical to the common defense ~and security _or to the' health and safety of'the public.
