Subject: Inspection Report No. 50 336/91 06
This letter refers to the safety inspection of your actions in response to Programmed
Enhancements described in Generic Letter 8817, "!.oss of Decay Heat Removal." A well
implemented program is essential to prevent loss of decay heat removal during non power
operation and to avoid unnecessary risk to the health and safety of the public during such
operation. The inspection was conducted by Mr. D. T. Moy of this office on February 26 to
March 1,1991, at the Millstone Nuclear Station, Unit 2, Waterford, Connecticut. Mr.Moy
discussed the results of the inspection with Mr. Jeffrey Smith and other members of your
staff at the conclusion of the inspection.

Areas examined during this safety inspection are described in the NRC Region i Inspection
Report which is enclosed with the letter.
Vithin these areas, the inspection consisted of
seiceted examinations of Mid Loop Operating procedures, representative calculation records,
interviews with plant technical personnel, and general observations by the inspector.
The inspector verified that the " Programmed Enhancements" deseIribed in your response to
Generic letter 8817 (January 31,1989) had been implemented adequately at Millstone 2
Nuclear Station.
