We have reviewed the information provided by your letter dated December 11, 1974 relative to cycle 4 (Reload 3) operatinn of the Monticello Nuclear Generating Plant.. You have concluded that the-proposed Cycle 4 operation does not involve a significant hasarda consideration and that no Technical specification changes are required.

316 S x 8 fuel assemblies, as well as 7 x 7 assemblies. You propone to relond with C0 additional 8 x 8 assemblies. Operation with 8 x 0 fuci has been previously reviewed and approved by the staff.
Our conclusions are set forth in Safety Evaluations, dated April 6, 1974 and May 14, 1974 and are reflected in Amandamat No. 3 to Provisional Operating License No. DPR-22 and ChanFe No.14 1
I to the Technical Specifications, issued on May 14, 1974.
Based on the information contained in your Third Reload Submittal, vc have concluded that there is no need to change the currently effective Technical Specifications appended to DPR-22 in order to authorire resumption of operation with Reload 3 fuel. Our previous finding that there is reasonable assurance that the Monticello facility using Reload 2 fuel vill not endanger the health and safety of the public is equally applicable to operation with Raload 3 fuel.
Accordingly, insertican of and operation with Reload 3 fuel does not require any further authorisation from the Regulatory staff.
Matters related to your compliance with the Consnission's Emergency Core Gooliru Lycten (ECCS) criteri vill be addrest.ed in a separate transmittal from the staff.
