NOTICE OF PROPOSED ISSUANCE OF A1IEND:IENT TO PROVISIONAL OPERATI?'G LICENSE The Atomic Energy Con:sission (the Commission) is considering issuurtec of an amendment to Provisional Operating License No. DPR-22 issued to the Northern States Pover Conpany (the licensee) for operation of the Monticello Nuclear Generating Plant (the facility) located in Wright County, Minnesota, and currently authorized for operation at por.ar icvels up to 1670 MWt.
The amendennt would allow operation of the f acility utilizing a Prompt Relief Trip (PRT) system which provides for a predetermined number of safety / relief valves to be actuated oromptly following a turbine or generator trip and would co=pensate for equilibrium core scram reactivity insertion functions by minimizing the peak pressure and fuel thermal ef fects resulting f rom pressurization type abnormal operational transients, in accordance uith the licensee's application for amendment dated January 23, 1974, as supplemented) 4

Within thirty (30) days from the date of publication of this notice In the FEDERAL REGISTER, the applicant may file a request for a hearing with respect to issuance of changes to the Technical Specifications of the subject f acility operating license, and any person whose interest may be affected by this proceeding may file a petition for leave to intervene.
Requests for a hearing and petitions for leave to intervene shall be filed in accordance with the Commission's " Rules of Practice" in 10 CFR Part 2.
If a request for a hearing or petition for leave to intervene is filed within the time prescribed in this notice, the Commission or an Atomic Safety and Licensing Board designated by the Commission or by the Chairman of the Atomic Safety and Licensing Board Panel will rule on the request and/or petition and the Secretary or the designated Atomic Safety and Licensing Board' will issue a notice of hearing or an appropriate order.
A petition for leave to intervene must be filed under oath or afficmation in accordance with the provisions of 10 CFR s 2.714.
As required in 10 CFR 9 2.714, a petition for leave to intervene shall set forth the interest of the petitioner in the proceeding, hos that interest may be affected by the results of the proceeding, and any other contentions of the petitioner including the facts and reasons why he should be permitted to intervene, with particular reference to the following factors:
(1) the nature of the petitioner's right under the Act to be made a party to the proceeding; (2) the nature and l

. estent of the petitioner's property, financial, or other interest in the proceeding; and (3) the possible effect of any order which may be entered in the proceeding on the petitioner's interest.
Any such petition shall be accompanied by a supporting affidavit identifying the specific aspect or aspects of the subject matter of the proceedirg as to which the petitioner wishes to intervene and setting forth with particularity both the facts pertcining to his interest and the basis for his contentions with regard to each aspect on which he desires to intervene. A petition that sete forth contentions relating only to matters outside the jurisdiction of the Commission will be denied.
