This refers to the inspection conducted by Messers. Seyfrit and Fisher on April 21, 1972, of operations at the Monticello plant authorized by AEC Operating License No. DPR-22, and to the discussions of our findings held by the inspectors with Messrs. Larson, Clarity, G. Jacobson, and Eliason of your staff at the conclusion of the inspection.

Areas examined during the inspection included a review of gescous effluent releases from March 20 through April 18, review of meteorological conditions for the same period, fire protection equipment for the HPCI turbine oil

system, limitorque valve operation, vane type flow switch installations, reactor building to torus vacuum breaker valve seat integrity, standby liquid poison system, explosive valve testing, automatic pressure relief valvo calibration, instrument air receiver piping, condenser vacuum censor calibrations, pull-in voltage adjustment for HFA relays, and the reactor scram which occurred during the period the inspectors were at the site. Within these areas, the inspection consisted of selective examination of procedures and representative records, interviews with plant personnel, and observations by the inspectors.

During this inspection it was found that one of your activities appeared to be in noncompliance with AEC requirements. The item and references to the pertinent requirements are listed in the enclosure to this letter.

Please provide us within 20 days, in writing, your comments concerning the item, any steps that have been or will be taken to correct it, any i

steps that have been or will be taken to prevent recurrence, and the date all corrective actica or preventive measures were or will be completed.

Table 6.1.1, iten 4. states that tha Operations Committee has the responsibility to " Review and autait recorunendations to SAC for concurrence, proposed changes or modifications to plant oystems or equipnent."

Contrary to the above, a proposed modification to the steam lina monitor inntrunent drawer (relocation of an adjustment potentionater) vna not reviewed by the Operations Coc::nittee and subtaitted to the Safety Audit Committee for concurrence. prior to April 21, 1972, when the system modification was baing mado.
