REQUEST FOR CPANGE IN Ti1E LISTING OF SPECIAL INCLEAR 1%TERIAL IN T!IE lONTICELLO NUCLFAR GEhTRATING PIANT PROVISIONAL OPETATING LICEN3E DPR-22 AEC DOCITT NO. 50-263 We request that Section 2.D of Amendment No.1 to Licence No. DPR-E2 be j modified as follovc:

his change vill allow the receipt, pocceccion and uce of up to 50 grams of uranium 235 contained in fission chamberc for the refueling outage at Monticello which is ccheduled to start March 3, and at subcequent refuel-ing outages. The current allowance of up to one gram of uranium 235 as fission chambers pmvides ample margin for initial core loading and for nomal operation. No change ic nourht in the current authorization to receive, poscecs and uce up to 2300 kg of uranium 235 as reactor fuel assemblies. During core alterations at refueling outages with irradiated fuel in the core, it is nececcary to provide temporary in-core ficsion chambers for neutron monitoring. Thece core alterations include programmed fuel asce=bly relocation and removal of fuel ascemblies to permit incpec-tion of reactor internal componente. The ficcion chamber recponee required for adequate neutron monitoring under there conditionc requires chamberc containing multi-gram quantities of uranium 235 as compared to the frac-tional gram chambers required for normal operation.

This change request has no relationship to the Rtil Term Operating Licence Amendment proceedings now underway.

An increace in the authoriced amount of uranium 235 requected herein doec not present any new or significant cafety hazarac. This increase doec not require a change in Technical Specificationc for the plant. The piant is currently authorized to receive, poccercand use up to 2300 kilogramr cf uranium 235 as reactor fuel necemblies and has the necescan procedural and accountability controls for use of thic material and for the very rmall quantities of additional caterial which would be authorized by thic f aend-ment.
