' PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS, APPENDIX A 0F PROVISIONAL:
j OPERATING LICENSE DPR-22 Pursuant to 10.CFR 50.59, the holders of Provisional Operating License DPR-22
.l x hereby. propose the following change to the Appendix A Technical Specifications:
Specification 4.5.E.1 - Automatic Pressure Relief System PROPOSED CHANCE j.
Insert the following words at the end of Specification 4.5.E.1:

" NOTE: Safety / relief. valve operability is verified by 4
cycling the valve and observing a conpensating change in the turbine bypass valve position".
tj REASON FOR CHANGE This wording is added at the request of the NRC in a January 5,1977 letter frca l-Mr D L Ziemann. It defines. the basic nature of the surveillance test to demon-strate valve operability.

- SAFETY EVALUATION-1 Wile the: addition of these words is technically a change to Specification 4.5. E.1, it in no way changes the intent. The additional words merely. document 4
i the manner in which this-surveillance test has been performed in the past to i
comply with the existing requirement for valve -operability testing.

.a total of 157, of rated steam flow. The test procedure calls for manually opening P
' and closing' each safety / relief valve while at pressure. With the pressure

regulator 'setpoint held constant and the bypass valves. initially open, the L
cycling of. the safety / relief valves will cause the bypass valves to close and.
L reopen to compensate for the steam loss to the turbine. Wile this is not an
- attempt to calibrate the safety / relief valve flow, it is a very adequate demon-r I
stration of valve operability.
