As you undoubtedly xnow, tne current snortage of offsite fuel storage space l
and fuel reprocessing capability has curtailed the ability of some operatinE reactor facilities to snip spent ruel to an offsite location.
Tnis situation will probably continue to exist for several more years.
Consequently, spent fuel is accu.aulating in ensite spent fuel storage pools; and as tne availaole onsite storage space is used up. more facilities will not have adequate capacity to discharge a full reactor cor, to the storage pool.
Inc capability to discharge a full core from the reactor vessel to tne storage pool is considered to be an operational consideration rather than a safety problem.
However, it should be noted that in some facilities, complete core unloading may be necessary to perform some of the required reactor. coolant system inservice inspections. Thus, the inability to discharge a full core could precludo coatpliance with these inspection requirements and. oontinued operat ie.n.
I i e suggest that you review the inservice inspection requirements in the NEC regulations and your Technical Specifications to determine whetner they require discharging fuel. and review your senedule. for perforaint taese inspections in view of your projected fuel storage capaoility.
If you find that your j
h current inservice inspection senedulos cannot be accom.nojated within your I
projected ability to cisenarge fuel. you should consider advancing your inspcotion seneJulct.,
l accordingly or ta41nt otner action to alleviate tne praulem.
I Sincerely
,,,, q t p oc <p,p L.1# mn i
