Vice President Power Production and System Operation 414 Nicollet Hall Minneapolis, M 55401 Gentlemen:

This will acknowledge receipt of your letter dated July 7, 1977, infoming us of the steps you have taken to correct the items of noncompliance and other matters which we brought to your attention in our Notice of Violation dated June 14, 1977.

With respect to your July 7 letter, we have the following coments:

1.

You stated tnat the designation of noncompliance item 1.a.

identified as failure to comply with written procedures, should more properly be attributed to inadequate procedures.

While we agree that the adequacy of existing procedures may have contributed to the problems experienced, we believe strict adherence to this procedure would have pre-cluded the repetitive occurrence which resulted in a high flux scram.

2.

Concerning your reply to item 1.b. our citation was not aimed at the correction of the identified procedural intdequacies as you imply. Rather, the citation focused on the initiation of control rod withdrawals without having completed core physics calculations to demonstrate that the conditions which caused the scram no longer exis-ted.
