This refers to the inspection conducted by Messrs. Choules and

Jackiw of this office on Marek 11-14, 1975, of activities at

Monticallo Nuclear Generating Plant authorised by NRC Operating

License Mo. DFR-22 and to the discussian of our findings with

Mr. Larson and others of your staff.

A sopy of our report of this inspection is enclosed and identifies the

areas ewaminad during the inspection. Within these areas, the inspection

consisted of a selective examination of procedures and representative

records, interviews with plant personnel, and observations by the inspectors.

reference to the pertinent requirements are listed under Enforcement

Action in the Summary of Findings Section of the enclosed inspection

report. Prior to the conclusion of the inspection, the inspectors

deternised that eorrective astian had besa taken with respeet to this

item of noncompliance and that measures have been initiated to assure

that a similar, future noncompH-= will be avoided. Consequently, no

reply to thlm letter is required, and we have as further questions

regarding this matter at this tina.

Other infractions identified through your internal audit program or

management controls which were reported as required and for which

corrective actions have been initiated are set out in the Details

section of this report.

In accordance with Section 2.790 e f the NRC's " Rules of Practice," Part

2, Title 10, Code of Federal Regulations, a copy of this letter and the

enclosed inspection report will be placed in the NRC's Public Document
