Gentlemen:
Yhis refers to the special inspection conducted by Messrs.
W. S. Little, J.
S.
Creswell and G. A. Phillip of our office
on February 25 and March 17 and 18,1977, regarding the cir-
cumstances surrounding the three short reactor periods
experienced during a reactor startup at the Monticello Nuclear
Plant on February 23, 1977.
The report setting forth the
results of that inspection, is enclosed.

In accerdance with Section 2.790 of the NRC'a " Rules of
Practice," Part 2, Title 10, Code of Federal Regulations,
a
copy of this letter and the encicsed inspection report will
be placed in the NRC's Public Document Room, except as follows.
If this report contains information that you or your contractors
believe to be proprietary, you must apply in writing to this
office, within twenty days of your receipt of this letter, to
withhold such information from public disclosure.
The
application must include a full statement of the reanons for
which the information is concidered proprietary, and should be
prepared so that proprietary information identified in the
t
application is contained in an enclosure to the application.

A separate letter setting forth certain mattern of concern
and the items of noncompliance found during this inspection
has been sent from the Division of Reactor Operationc
Inspection, Office of Inspection and Enforcement.
