SAFETY EVALUATION BY THE OFFICE OF NUCLEAR REACTOR REGULATION SUPPORTING AMENDMENT NO. 17 TO PROVISIONAL OPERATING LICE'!SE NO. DPR-22 NCFTiiEFA STATES POWER COMPANY MONTICELLO ',UCLEAR GENERATING PLANT DOCKET NO. S0-263 INTRODUCTION By letter dated April 1,197S, Northern States Power Co npany requested changes to the Technical Specifications appended to Provisional Operati:',
License No. DPR-22 for the Monticello Nuclear Generating Plant.
The proposed ch:m es involve the areas relating to the Standby Gas Treatment g
System (SCTS) and Admini.strative Controls.
This evaluation concerns only the Adminis trative Controls Section.
He SGTS will be evaluoted at a later date.
The proposed changes in the Administrative Controls, Section 6, of the Technical Specifications would:
1 Revise the Monticello Nuclear Generating Plant and Northern States Power Company corporate affice organizations.
2.
Provide for alternate members for the Safety Audit Committee (SAC).
3.
Clarify the qualifications, responsibilities, and procedure-of the SAC.

DISCUSSIO:: AND EVALUATION The change to the Monticello Nuclear Generating Plant Organization would consist of the addition of the position of Training Supervisor, who will
_ report to the Superintendent - Operation and Maintenance.. The Training Supervisor is responsible for conducting the luonticello Operator Requali-fication Pr'ogram.
We have concluded that the a-idition of this position will strengthen the organization and therefore is satisfactory.
Proposed changes to the NSP Management Organization include:
1.
He replacement of he Group Vice-President - Power Supply by the Executive Vice-President.
Le original NSP Organization included three Group Vice-Presidents.

g 15 more effective functional division of organization responsibilities, two Executive Vice-Presidents, one for internal operations and one for external operations, were named to replace the three Group Vice-Presidents.
The Executive Vice-President for Internal Operations is the officer depicted on Figure 6.1.1.
We have concluded that such consolidation of the organization will not weaken the effective-1 ness of the organization with respect to nuclear safety and is there-fore acceptable.

The title of Vice-President - Engineering has been changed to Vice-President - Plant Engineering and Construction to more accurately reflect his responsibilities within the new organization.
The original position of Vice-President - Engineering included all engineering and construction functions. This change confines the engineering and construction responsibilities of the position to plant-oriented tasks.
Responsibility for transmission lines and substations have been transferred to another position.
We have concluded that this delineation of responsibility as reflected in the titic change is acceptable.

The title Director of Nuclear Supprt Services has been changed to that of Manager of Nuclear Support Services.
The lines of comuni-cation have been al tered such that the Manager of Nuclear Support Services and thc Sciety Audit Committee nou report directly to the Vice-President - Power Production and System Operation rather than the Executive Vice-President (formerly Group Vice-President).
The change in position titic from Director to Manager of Nucicar Support Services is only a change in title and carries no change in responsibilities.
The chpnges in lines of commmlication for the Manager of Nuclear Support Services and Safety Audit Committee reflect NSP's desires to consolidate the organization in such a manner that the Vice-Presieent - Power Production and System Operation shall maintain direct cognizance of all nuclear and fossil act ivi ti es.
The NRC staff feels that this strengthens the NSP orgar iration by providing direct communication to one individual who is responsible for all nuclear matters, thus effectively shortening the chain of co=and.
The change is therefore acceptable.
4 The forrer title Manager of Power Preduction ha', been changed to General Manager of Power Production.
The responsibilities of this position include management of operation and maintenance for all fossil a'id nuclear i;enerating plants. The NRC staff has concluded that the change of titic to more accurately reflect the amount of responsiM i t' is acceptable.

NSP requested a Technical Specification ch
'snich would, in part, add alternate members to the Safety Audit Cc; ittee (SAC) with the concurrence of the SAC 01 airman. No more than one alternate would be j
allowed to serve on the SAC at any time.
The requisite qualifications of SAC members were modified to delete the minimum educational require-ments.
These changes are in compliance with the latest regulatory guidance and are therefore acceptable.
The SAC responsibilities have been modified to conform with the latest lI regulatory guidance.
Items which were covered elsewhere were deleted.
i i The responsibilities of the SAC have not been modified, therefore the proposed changes are acceptable.
The audit functions would be changed to delete specific plant aspects for audits.
Instead, reference is made to the applicable guideline, ANSI N18.7-1972.
The change would not modify the responsibility of the SAC, therefare it is considered acceptable.
ENVIRONMENTAL CONSIDERATION We have determined that the amendment does not authorize a change in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. - Having made this deterndnation, we have further con'cluded that the amendment involves an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 851.5(d)(4) that an environmental statement, negative declaration, or environmental appraisal need not be prepared in connection with the issuance of this amendment.
y-T-CONCLUSION We have concluded, based on the considerations discussed abcVe, that:
(1) because the changes do not involve a significant increase in the probability or cc: sequences of accidents previously considered and do not involve a significant decrease in a safety margin, the changes do not involve a significant hazards consideration, (2) there is reasonable assurance that the health and safety of the public will not be endangered by operation in the proposed manner, and (3) such activities will be cond :cted in compliance with the Commission's regulations and the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.
