I 6.2 Review and Audit i
Organizational units for the revleu.and audit of facility operations shall be constituted and have the responsibilities and authorities outlined below:
A.
Safety Audit Committee (SAM The Safety Audic Cone.ittee provides the independent review of plant operations fr m a nuclear safety standpoint. Audits of plant operation are conducted under the connizance of the SAC.

The SAC shall consist of at leaat five (5) persons, b.
The SAC Chainuan shall be an NSF mwag" ment representative appointed by the Vice President - Power Productio,/ Syntem Operation.
Other SAC members shall be appcinted by the Vice President - P.ver prohtetien & Cystem Operation or by such other peison as he may designate.
The Chai rman sh ; l appoint a Vice Chair-man I rmt the 3AC membership to act in his absence.
c.
No more than two members of the SAC shall be frmt groups holding line responsibilit y for operation of the plant.
d.
A T>AC member may appoint an alternate to serve in his absence, with concurrence of ihe Chairman. No more than one alternate shall serve on the SAC at any one time.
The alternate member shall have voting rights.
2.
Qualifications n.
'Ihe SAC mernbers should 1 collectively have the capability required to review act ivit les in t he following areas:
nuclear power plant operations, nuclear engineering, chemistry and radiochemistry, metal'lurgy, insttimientation and control, radiological safet y, mechanical and electrical engineering, <tuality assurance practices, and other appropriate '
fields associated with the unique characteristics of the nuclcar power plant.

Meeting Frequency The SAC shall meet on call by the Chaiman but twt less freqiently than twice a year.
4.
Quorum a.
No less than a majority of the permanent menbers or their niternates, including the SAC Chaiman or Vice Chairman.

5.

Audit - The operation of the nuclear p,wer plant shall be "n H t ed formally under the cognizance of the SAC to assure safe facility operation.

Audits or N18.7-1972, shall be performed with a frequency commensur: te with their nuclear safety significance and in a manner to assure that an audi t of all nuclear safety-related activities is completed within a period of two ye:.rs.
'Ihe audits shall be performed in accordance with appropriate written instructions and procedures.

Periodic review of the audit program should be performed by the SAC at 1 cast twice a year t o assure its adequacy.
Written reports of the audits shall be revicued by the Vice President - Power Production c.
& System Operation, by the SAC at a retehled meeting, md by members of management havitu; responsibility in the areas audited.
7.
Authority The SAC shall be advisory tc the Vice President - Power Production & System Operation.
8.
Records Minutes shall be prepared and retained for all scheduled meeting.s of the Safety Audit Committee.
"Ihe minutes shall be distributed to the Vice President - Power Production
& System Operation, the Cencral Superinter. dent of : uclear Power Plant Operation, each member of the SAC and others designated by the Chairran or Vice Chairman within one month o f the meeting. There shall be a ferral appreval of the minutes.
