SUMMARY

- BROWNS FERRY NUCLEAR PLANT DOCKET NOS. 50-259, 50-260 AND 50-296 This letter refers to the meeting conducted at our request at the Region II Office in Atlanta, Georgia on November 27, 1990.

The purpose of the meeting was to discuss plans for the NRC evaluation of operator abill'les prior to restart of Browns Ferry Unit 2 in e

early 1991. The process for removing license restrictions of those menibers of the operating staff who are limited to operating in the cold shutdown or refuel modes was also discussed.

It is our opinion that this meeting was beneficial and provided a better underntanding of the process and steps needed to be taken to verify operator competency.

In accordance with Section 2.790 of the NRC's " Rules of Practice,d Part 1,

Title 10, Code of Federal Regulations, a copy of thia letter and its enclosures will be placed in the NRC Public Document '

ENCLOSURE 3 MEETING SUMARY Mr.

C.

Casto, Section Chief, Operator Licensing Section 2 opened the meeting with a description of the prospective Operational Evaluations of the Unit 2 startup crews on the Browns Ferry simulator.

These evaluations will include observing each Reactor Operator (RO) pull the reactor critical and raise reactor pressure to 150 psig; observing the operators perform selected startup tests representative of those that will be performed during actual startup; and observation of the operators performing selected normal evolutions consistent with bringing the plant to power.

It was noted that these evaluations will not be considered as part of a

requalification nrsarAE evaluation since the program was evaluated in February 1990.

A proposed training and evaluation schedule was provided by TVA and as well as a

summary of requalification training given to the licensed operator over the past 12 months in support of Unit 2 startup.

(See Enclosure 4)

These evaluations are planned to commence the week of December 31, 1990, and continue for six weeks.

NRC agreed to support this schedule in a manner to.ninimize perturbations on the Unit 2 startup schedule.

The crow rosters for Unit 2 startup were reviewed.

It was noted that one operator in Group 3 did not possess a full power license.

Mr. Herrell,. Operations Manager, BFNP clarified that operators f rom the " float week" crew would fill the position until the operator in question had his license amended to allow full power operations.

The process for removing licensing restrictions on selected operators was discussed. Operators examined since the Browns Ferry reactors were shut down in 1986 have not been able to obtain the requisite reactivity manipulations to allow issuance of a full power license per 10 CFR 55.

Additionally, some of those operators were not able to obtain the requisite operational experience at greater than 20 percent power.

As a result, their licenses were issued with the condition that they be used only in the shutdown or refuel modes until TVA senior management had certified that the above requisites had been fulfilled (following Unit 2 startup).

It was agreed that this certification will be faxed to the Region II office and NRC committed to issuing an amended license for the affected operators within the following 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />.

TVA agreed to telephone Region II Operator Licensing with the names of the affected operators as far in advance as possible to expedite.this process.

The method for developing Pass / Fall criteria for the operational evaluations was discussed.

Mr. Casto indicated that the standards of NUREG-1021, " Operator Licensing Examinor Standards", Revision 6, section ES-604, would be used as a guideline.

The Browns Ferry training department staff will develop simulator scenarios to the

2 scopo defined in this meeting and propose evaluation criteria to the NRC.

The NRC will approve both the scenarios and the evaluation criteria prior to the operational evaluation.

The meeting was concluded with a synopsis by Mr. Ilarroll of the items discussed and the commitments made.
