NORTHERN STATES POWER COMPANY'S (1) ANSWER TO NOTICE OF INTERVENTION AND MOTION TO INTERVENE OF THE MINNESOTA DEPARTMENT OF PUBLIC SERVICE AND THE ENVIRONMENTAL QUALITY BOARD AND (2)
MOTION FOR FURTHER SCHEDULING On August 31, 1990, Northern States Power Company (NSP) in accordance with 10 C.F.R. Part 72 filed with the Nuclear Regula-tory Commission (NRC) an application to construct and operate an independent spent fuel storage installation at NSP's Prairie

Island Nuclear Generating Plant site.
The NRC published notice of its consideration of the application on October 19, 1990.
55 Fed. Reg. 42527 (1990).
The notice provided that any person whose interest may be affected by the proceeding and who wishes to participate as a party in the proceeding must file a request for a hearing and a petition for leave to intervene in accordance with 10 C.F.R. 5 2.714.

i L i On November 16, 1990, the Minnesota Department of Public Service and the Minnesota Environmental Quality Board (the Minne-sota Agencies) submitted a notice of intervention and motion to intervene.
NSP does not object to the showing by the Minnesota Agencies as to their interest in the proceeding, how that interest may be affected by the results of the proceeding, and the specific aspects of the subject matter of the proceeding as to which the Minnesota Agencies wish to intervene.
The Minnesota Agencies' filing stated that the Environmental Quality Board was preparing an environmental impact statement (EIS) on the proposed spent fuel storage facility, that public meetings on the draft EIS vere scheduled for December 1990, and that the period for submitting written comments was expected to close in January 1991.
The Minnesota Agencies requested that further actions in this hearing be scheduled so that the deadline for submitting contentions would occur after completion of the EIS process described above.
Based upon the Minnesota Agencies' request and the schedule for the EIS process (NSP understands that the written comment period will close on January 15, 1991), NSP would respectfully request that the Atomic Safety and Licensing Board appointed to preside over this proceeding schedule the submission of conten-tions on or about February 1 and the prehearing or special _
I prehearing conference on or about February 16.
Counsel for the Minnesota Agencies and the NRC Staff have authorized the under-signed to state that the Minnesota Agencies and the NRC Staff agree with this proposed schedule.
