' NOTICE OF VIOLATION Consumers Power Company Docket No. 50-155 As a result of the inspection' conducted October 16 through November 26.-1990, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1990), the following violation was identified:
Section 6.8.1 of the Technical Specifications states in part, " Written procedures shall,be established, implemented and maintained for all structures, systems, components and safety actions defined in the Big Rock
. Point Quality List."
Section 5.1. of Administrative Procedure Volume 1,-Procedure 3.2.1 " Maintenance Order Processing" Rev. 10, dated July 24, 1990, states in part, " The Maintenance-Order is used for controlling.the activities, communicating essential facts to the repairmen,~ and documenting and recording work activity."
-Contrary to the above, on November 2, 1990, maintenance and operations-
. personnel failed to follow Maintenance Order 89-SPS-0039 when they replaced circuit breaker 52-2A14, instead of circuit. breaker 52-1A14 which was required
-by the maintenance order, This is a Severity Level'IV violation (Supplement I).
Pursusnt to the provisions of 10 CFR 2,201, youare required to submit.to this-
' office within thirty days of the date of'this Notice a written statement or
-explanation in reply, including for each violation (1)-corrective action taken' and the results' achieved; (2) corrective action to be taken to avoid further violations; and.(3) the date when ful1~ compliance will be. achieved.
