. Gentlemen:
This refers to the routine safety inspection conducted by Mr. A. G, Januska
of this office accompanied by Ms. B. L. Hamrick on October 30 - November 2,
1990, of activities at the La Crosse Boiling Water Reactor (LACBWR),
authorized by HRC Possession-Only License No. DPR-45 and to the discussion
of our findings with Mr. J. Parkyn and others of your staff at the conclusion
of the inspection on November 2, 1990 and in subsequent telephone discussions
with L. Nelson on November 28, 1990 and J. Parkyn on December 11, 1990.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selectivt
examination of procedures and representative records, observations, and
interviews with personnel.
During this inspection, certain of your . activities appeared to be in violation
.of NRC' requirements, as specified in the enclosed Notice. This matter, which
. involves a licensee identified failure to -perform a required audit of the
Radiological Environmental Monitoring Program, would normally be classified
as a noncited violation.
However, in this case, the licensee failed to
initiate corrective action for more than four months after the audit was
discovered to be overdue.
A written response is required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter, the enclosure, and your response to this letter will be placed in
'
the NRC Public Document Room.
The responses directed -by this letter and the accompanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL 96-511.
