1 NOTICLOF VIOLATION
-Union Electric Company Docket No.50-483 Callaway Nuclear Power Plant License No. NPF-30 As a result of the inspection conducted on October 22 through 26 and November 5 through 9, 1990, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1990), the following violation was identified:
Section llI.J of 10 CFR Part 50, Appendix R, requires emergency lighting units with at least an 8 hour9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> battery power supply to be installed in all areas needed for operation of safe shutdown equipment and in access and egress routes thereto.
Section 10.5 of Callaway's Supplemental Quality Assurance Program for Fire Protection requires that emergency lights be periodically inspected and tested to ensure acceptable conditions.
Contrary to the above, as of November 9, 1990, emergency lights were not being maintained or tested to ensure they would function as designed.
This resulted in the failure of one light and questionable operability of eleven others due to low electrolyte levels, This is a severity Level IV violation (Supplement 1).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation:
(1) the corrective actions that have been taken and the-results achieved; (2) the corrective actions that will-be taken to avoid further violations; and (3) the date when full compliance will be achieved. Considerations may be given to extending your response time for good cause shown.
