This acknowledges the granting of a temporary river of compliance to the River Bend Station (RBS), Unit 1, from the provisions of Action a of Technical Specification (TS) 3.6.2.3, "Drywell Air Locks," to allow you to enter the drywell with one of the two drywell air lock doors inoperable. Your letter (RBG-34144) to this office, dated December 12, 1990, provides the written basis for the temporary waiver of compliance that you verbally requested on December 12, 1990.

The request for a temporary waiver of compliance was verbally granted on December 12, 1990, by NRC Region IV, with the concurrence of the Office of Nuclear Reactor Regulation (NRR).

The waiver allowed RBS, for a period not to exceed 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br />, to enter the drywell, with the plant pressurized and in liode 3, to identify ard repair the source of leakage from the reactor coolant system.

~ Region IV perfonned an evaluation of your written documentation and found that it adequately provided justification for a basis for the waiver of compliance.

As comitted to the staff, we understand that you will do the following:

Maintain the outer drywell air lock door shut except for those times when personnel are actually entering or leaving the drywell..

Maintain an individual stationed at the outer door, at those times when the door is unlocked, to ensure that the door remains closed and that no unauthorized personnel are allowed to enter the drywell.

Maintain the door in a locked status whenever no one is in the drywell.

Pursue reestablishing the operability of the inner drywell air lock door.

Perform the actions required by Action a.1 of TS 3.6.2.3 in the event that the 48-hour time period specified by this waiver of compliance expires, ER$

By January 31, 1991, contact NRR to pursue submission of a TS amendment, similar to the. provisions of Action a.3 of TS 3.6.1.4 for the containment air lock, to allow entry through the drywell air lock with one door inoperable.

As. indicated by Mr. L. Dietrich of your staff, we understand that the RBS Facility Review Committee reviewed and approved the basis of your proposed request for a temporary waiver of compliance prior to requesting this waiver from Region IV.
