INTERIM 10CFR50.55(e) REPORT U-61 WESTINGHOUSE TYPE SA-1 DIFFERENTIAL RE!NYS CALLAWAY PLANT Union Electric Company advised the NRC on August 1, 1983 of a deficiency reportable under the criteria of 10CFR50.55(e) regarding leaky internal capacitors in Westinghouse type SA-1 relays. These relays are employed as a differential relay (187/DG) in the emergency diesel generators' trip circuits.

Union Electric was notified of the potential for this deficiency by our Lead A/E who had identified the leaky capacitors on another client's project. The failure of these relays could result in the spurious tripping of the diesel generators and thereby interrupt or preclude emergency operation.

A field inspection at Callaway verified the presence of SA-1 relays with leaky capacitors. Subsequently, the leaky capacitors were replaced and new relays have been ordered as it is our intent to replace the repaired relays with new relays of the same type. At this time the cause of the defect has not been determined by Westinghouse and therefore our corrective action consists of the repair and eventual replacement of the suspect relays. A final report will be submitted concerning this deficiency when the results of the Westinghouse defect analysic are known.

This deficiency is considered significant as the operating status of the relays must be considered indeterminate, and their failure could potentially preclude the emergency diesel generators from performing their safety function.
