SEP 0 21983 Docket Nos. 50-352; 50-353 Philadelphia Electric Company ATTN: Mr. John S. Kamper Vice President Engineering and Research 2301 Market Street Philadelphia, Pennsylvania 19101 Gentlemen:

This is to inform you of the assignmeni; of Mr. James T. Wiggins of our regional office to the Limerick Resident Inspector Office as Senior Resident Inspector (SRI)-Operations effective September 6,1983. Mr. Wiggins will be responsible for NRC activities relating to the pre-operational testing and operational pre-paredness inspection programs for Unit No.1.

Mr. Wiggins received his Bachelors of Science in Electrical Engineering in 1974, after which he spent six yern in the Nuclear Navy. He has been with Region I for about 3s years in the 'ivision of Project and Resident Programs. He is an NRC qualified BWR inspector and a licensed Professional Engineer in the State of Pennsylvania.

Mr. Suresh Chaudhary will continue as the SRI-Construction at Limerick, responsible for the construction inspection program for both units.

Shortly after Mr. Wiggins' arrival on site, he will contact your site representa-l tive to discuss and schedule the Second Corporate Management Meeting. The pur-poses of this meeting are to:

(1) review your status of construction at both units; (2) gain an understanding of your program for staffing, startup prepara-tion and operation of the facility; and (3) review applicability of your quality assurance program for the pre-operational and operational phases. We will ad-dress the resultant emphasis of the inspection program and the requirements neces-sary to support our continuing inspection program.

After this meeting, Mr. Wiggins will be considered the lead SRI since the critical inspection mode will be his responsibility. However, both assigned SRIs will pro-vide backup coverage and assistance as necessary to monitor construction and pre-operational site activities.

PleasecontactE.L. Conner (337-5355), R. R. Keinig (337-5224), or myself if you have any questions regarding any aspect of our inspection program at Limerick.
