Gentlemen:

Subject: Inspection No. 50-387/83-20

This refers to the July 26 - 29, 1983 special safety inspection of Susquehanna

Unit 1 at Salem Township, Pennsylvania, by Mr. G. Rhoads of this office.

This inspection report highlights a problem that warrants your personal atten-

tion.

Specifically, one train of particulate and gaseous containment atmos-

phere monitors was inoperable for an extended period, the other train was not

surveiled for operability, and grab samples were not taken for backup analysis.

Because the unsurveiled radiation monitoring train proved operable when

finally checked, our primary concern is that this is another example of

repeated failure to perform Technical Specification required surveillances.

As discussed with Mr. H. Keiser of your staff on August 16, 1983, we have

scheduled an onsite meeting with you at 8:30 a.m., August 30, 1983, to discuss

our concerns further. At that time, please be prepared to discuss in detail

your actions to prevent the recurrence of failures to perform surveillances

required by your Technical Specifications.

No response to this letter is required. We are considering this matter for

appropriate enforcement action and will address such action under separate

correspondence at a later date.

In accordance with 10 CFR 2.790(a), a copy of this letter and enclosure will

be placed in the NRC Public Document Roo'n, unless you telephone this office

within 10 days of the date of this letter and submit written application to

withhold information contained therein within 30 days of the date of this

letter. Such application must comply with 2.790(b)(1). The telephone notifica-

tion of your intent to request withholding, or any request for an extension of

the 10-day period, should be made to the Supervisor, Files, Mail and Records,

USNRC Region I, at (215) 337-5223.
