AFFIDAVIT OF NORMAN KETZLACH Norman Ketzlach, being duly sworn, deposes and says:

1.

I am an employee of the Nuclear Regulatory Commission assigned to the Uranium Process Licensing Section, Uranium Fuel Licensing Branch, Division of Fuel Cycle and Material Safety, Office of Materials Safety and Safeguards.

I am project manager for the licensing renewal request by Rockwell International Corporation, Energy Systems Group [ESG] for License No. SNM-21.

Because of my official duties as project manager, I am familiar with the conditions at the Canoga Park and Santa Susana Field Laboratory facilities of ESG, and the current undertakings of the licensee to de-contaminate and decommission the Canoga Park and Santa Susana facilities.

In its renewal application dated August 20, 1982, and its i

supplements dated October 29, and December 17, 1982, ESG indicated that l

operations would cease in Building 001 at Canoga Park and that this building would be decontaminated to a level suitable for unrestricted use.

Building 001 was used for the development and production of test and research reactor uranium fuel elements under NRC license.

building was also used for the development and manufacture of uranium fuel elemen,ts under contract with the former Atomic Energy Commission (now part of the Department of Energy).

The decontamination is taking place in three phases covering different areas of the building.

Phase 1 areas have been decontaminated and the NRC staff has released these areas for unrestricted use.

However, Building 001 shall remain as an authorized place of use under the SNM-21 license until the entire building has been released for unrestricted use.

The Phase II area has been decontaminated and the final survey report is scheduled to be submitted to the NRC staff by August 12, 1983. The Phase III area is being decontaminated and the survey report should be completed by early November 1983.

During a site visit on July 19-20, 1983, I was informed that the laboratories in Building 004 would also be decontaminated. A small portion of Building 004 was used as an analytical chemistry laboratory in support of licensed activities.

Building 004 is principally used as an office and support facility for Energy Systems Group programs.

This decontamination is in progress and should be completed in early 1984.

The radiological survey report is scheduled to be submitted to the NRC staff in February, 1984.

After receipt and review of the final radiological survey reports the NRC staff will perform a confirmatory survey to verify that contamination levels for special nuclear material are below those allowed in unrestricted areas.

Thereafter the Canoga Park facilities will be deleted from license SNM-21 as an authorized place of possession and use under the license.

The Canoga Park facilities are not included in any other NRC license.

At the present time there is no special nuclear material in in the Canoga Park facilities other than gram quantities in laboratory standards and as residual radioactive material in or on contaminated equipment or structures or in waste from decontamination awaiting shipment to a disposal site.

In its renewal application dated August 20, 1982, and its supplements dated October 29, and December 17, 1982, ESG indicated that operations would cease in Building 055 at the Santa Susana Field Laboratory facilities and that this building would be decontaminatad to a level suitable for unrestricted use.

Building 055 was used for research and development activities associated with plutonium fuels.

The decontamination program for Building 055 has been scheduled over a 3 year period ending in June 1986. The scheduling is based on the availability of funding from the Department of Energy.

At the present time there is no special nuclear material in Building 055 other than in laboratory standards or as contamination.

Building 172 is presently an authorized place of use for a maximum of 0.25 kilogram of plutonium in encapsulated form for x-ray

-examination. With the elimination of the activities in Building 055, Building 172 is no longer needed as an authorized place of use.

ESG's radiological survey results indicate that contamination levels in Building 172 are below those allowed in unrestricted areas.

After receipt and review of the final radiological survey reports on Building 055 and 172 the NRC staff will perform a confirmatory survey to verify that contamination levels for special nuclear material are below those allowed in unrestricted areas.

Thereafter Buildings 055 and 172 will be deleted from license SNM-21 as authorized places of possession and use under the license.

10. The Rockwell International Hot Laboratory (RIHL) at Santa Susanaist[heonlyfacilityundertheSNM-21licensewhichwillcontinueas an active authorized place of use.

The current and projected future activities relate to the decladding and examination of irradiated fuel assemblies. The authorized possession limit is 3.5 kilograms total plutonium and 10 kilograms contained U-235 all in the form of irradiated fuel.
