Dear Mr. McGauchy:

Subject:

Extended Outage On June 16, 1982, you were issued Facility Operation License NPF-13 for the Grand Gulf Nuclear Station, Unit 1, to allow operation of the facility up to 5% of rated thermal power.

Fuel loading was completed and a very brief period of criticality occurred on August 18. 1982. Since that time, the plant has not returned to criticality.

On October 20, 1982, Region II issued a Confirmation of Action letter which restricted the next criticality at Grand Gulf. Unit 1, until matters in regard to surveillance procedures and Technical Specifications were satis-factorily resolved. At that time, it was our understanding that you anticipated that restart of the facility could be achieved by March 1983.

Obviously, since your restart has not yet occurred additional difficulties have been encountered.

As part of our licensing review to authorize operation at power levels above 5% of rated thernial power, we request that you provide an itemization of the reasons for the extended delays since June 1982 and the approximate calendar time delays for each item. Your response should be received at least 20 days prior to the date you anticipate the need for authorization to operate above 5% of rated themal power.
