Subject:

Crystal River 316 Study

Dear Mr. Traina:

As you are aware, the Crystal River 316 Study has been underway since early June. One component of this, rogram involves the placement of 72 thermo-graphs at 51 stations throug.nout the study area. These instruments are retrieved, cleaned, and re-installed on a monthly basis.

Return of therwograph data for the months of June and July was approxi-mately 80 percent. Data was lost both because some thermographs could not be found and because others had leaked and were inoperable. Stations which have experienced data loss are as follows:

Thermographs Thermographs Month Lost Flooded June 17S,17&,23B,25S,29 15,23S,38B,43B,46S July 9,25S,32S,32B,40 6B,11B,25B,39B,4 8 B 44S,44B,46S,46B,51 Examination of instrument losses and mechanical failures did not result in any general pattern to explain the problems or any obvious remedies to avoid them in the future. However, every effort is being made to improve the rate of data return. For example, the method of securing the thermo-graphs and their floats has been improved, and we are working with the local press to publicize the study, its importance, and the fact that there is a reward for the return of lost instruments. A sign on each unit gives our consultant's telephone number.and explains that a reward is being offered for the return of the thermograph.

Extra care was given to preparing the units an'd to tending those deployed during the July monitoring period. However, no improvement in performance was noted. We are in contact with the thermograph manufacturer, Ryan l

Instruments, Inc., to' get its recommendations for stopping the leakage General Office 3201 initty-fourtn street souin. P O Box 14042. St Petersburg. Fiorda 33733 813-866-5151

e Mr. Paul J. Traina Page 2 August 25, 1983 problem. We are confident that improvements can be made in this area.

In addition, the supply of backup units will be increased to assure that working units are always available.

At present, we do not believe that the loss of thermograph data is acute, since this data serves primarily as a backup to the weekly synoptic temperature surveys. However, we are not satisfied with an 80% retrieval rate.

Therefore, we will continue to work toward resolution of this problem.

Florida Power would welcome any insight which EPA could provide based on its past experience. Questions or comments concerning this matter should be addressed to Mr. Paul Behrens et (813) 866-5521.

Sincerely,
