1.0 INTRODUCTION

This study was initiated as a result of the Nuclear Regulatory Commission's (NRC) aafety evaluation with respect to the Oyster Creek Nuclear Generating Station (OCNCS) SEP Topic Vl-7.C.1, Appendix K " Electrical Instrumentation and Control Re-Reviews." The evaluation issued on June 29, 1981 (Ref. 2.1 and 2.2) contends that because of the presence of automatic bus transfer (ABT/ACT) switches in the vital AC distribution system, OCNGS does not com-ply with General Design Criterion 17 (GDC-17) or with the accep-table basis for it's implementation. Regulatory Guide 1.b and IEEE 308-1974. The study evaluates the adequacy of protective devices for each transfer circuit and the coordination of the protective devices on the load and feeder side of a ABT/ACT, for a fault downstream of the ABT/ACT. Considering a single. failure of one circuit breaker to interrupt a fault, the results of the study establish that a fault anywhere on a circuit to or from an ABT/ACT will not cause the loss of power to the redundant safety loads.

One Line Diagram" - 2299-BR-3002/Rev.13. 3.0 METHODS 3.1 Calculation l 3.1.1 Short circuit (SC) calculations were performed to establish the values of SC currents at various locations on the vital AC dis-1 l tribution system (Attachment No. 8 and 9). The methods outlined in Chapter 2 of Ref. 2.6 were used to perform the calculations. Two cases of fault currents were considered. Offsite power was used as the fault contributing source in Case I, and the Standby Emergency Diesel Generator (D-G) was used as the source for Case II.A conservative approach was used for worst case analysis yielding higher SC values. The ef fects of feeder circuit cable, bus, breaker and switch impedances in restricting the fault cur-rents have been neglected in the calculations, thus yielding much higher values of fault currents than would actually occur. l 3.1.2 Time-Current (T-C) curve plots were made based upon the methods of l Chapter 7 of Ref. 2.6 for the circuit protective, devices for the l power train of each " fault" circuit considered. The plots were developed from individual device characteristic curves (References 2.5 and 2.7 through 2.11) according to their settings and/or ratings. These coordination plots are as listed under the Appendices and are labeled af ter their trans fer switch, e.g. l TCC-IT3, TCC-IT4, etc. The calculated values of the SC currents ( are shown on these plots as dotted lines. Each coordination plot then was analyzed to check the coordination of circuit protective devices upstream and downstream of the ABT and against the maximum available SC current downstream of the ABT. l l

Page 5 of 7 3.1.3 Attachment #9 lists the SC curre..cs at various locations on the vital AC distribution system for Case I and Case II. Also listed are the protective devices upstream of each fault and their in-terrupting rating for a ready comparison of the device inter-rupting capacity verses the fault current it may have to interrupt. These interrupting values have been taken from Ref. 2.4. 4.0 RESULTS 4.1 Interrupting Ratings 4.1.1 Attachment No. 8 shows the basic one line diagram of the vital AC distribution system. Points of incidence for various faults are indicated for Case I and Case II here and under Attachment #9, which also lists the interrupting ratings of the protective de-vices. It is clear from a review of this tabulation that the worst case fault current value for each fault point considered is within the interrupting rating of its respective upstream pro-tective device. 4.2 Coordination Plots The T-C coordination curves for each case of fault and the SC currents were reviewed in order to analyze the coordination of the circuit protective devices upstream and downstream of the ABT and l against the maximum available SC current downstream of the ABT. i 4.2.1 A review of the coordination plots, Nos. TCC-1A2, TCC-PSI and TCC-1T3 indicates that the circuit protective devices in the power train of each fault circuit for the faults "Fl", "F3", "F4", "F5" and "F6" are coordinated for their respective SC fault current, to l the following extent: l l 4.2.1.1 The fault "F1" will be cleared by the immediate upstream circuit breaker AK-2A-50M, Ref. Attachment #1, such that the integrity of the redundant power supply to the MCC bus lA2/lB2 is not affected. 4.2.1.2 The faults "F3", "F4", "F$" and "F6" will be cleared either by their immediate upstream circuit breakers (TQB-30, TQB-70, TQB-30 l and TQB-40, respectively) 'and/or. by their back-up circuit breakers (THEF-100, THEF-70, THEF-70, THEF-30 bus lA2/lB2, respectively - Ite f. At tachmen t Nos. 3, 4, 5 and 6) such that the redundant power-supplies to the rest of the loads of VMCC buses LA2 and 132 remain una f fec ted. I l l l

~ Page 6 of 7 4.2.2 A review of the coordination plots Nos. TCC-1AB2 and TCC-VLDPl (Ref. Attachment Nos. 2 and 7) for faults F2 and F7 respectively reveals that these faults may be cleared by their immediate up-stream circuit breakers and/or by the back-up circuit breaker and/or by the VhCC-1A2/lB2 bus breaker AK-2A-50M. Considering the worst case, i.e. the circuit breaker AK-2A-50M " trip" to clear the fault, the power supply to only one of the vital buses, VMCC-1A2, will be lost. The parallel redundant power supply to the MCC bus 182 and its downstream loads is not affected. 4.2.3 Taking into account a single failure of one breaker in 4.2.1 and 4.2.2 above to interrupt the fault the protective device coor-dination plots (Attachments No. I through 7) demonstrates that each fault is isolated.without the loss of power to the redundant safety loads.

5.0 CONCLUSION

S 5.1 All the circuit feeder breakers immediately upstream of their respective fault have a higher interrupting rating than the available maximum short circuit fault current. Thus the ABT cir-cuits are well protected against the maximum available fault cur-rent. j 5.2 Each fault on a circuit from the ABT is cleared by a circuit pro-tective device immediately upstream of the fault or one above it j in the same fault circuit train. The protective devices upstream of the ABT are well coordinated, such that for the level of SC i current available, the fault will be cleared by the protective device "off" bus VMCC-1A2/1B2 and immediately above the ABT, thus maintaining the integrity of the power supply to the rest of the loads "off" the bus VMCC-1A2/lB2 and not adversely af fecting the status of the redundant power supply to the redundant loads. Based on the discussion of Sections 4.0 and 5.1 and 5.2 above, it is concluded that the circuits to and from the ABT's are well protected and any fault on such a circuit will not result in the loss of the power supply to any of the redundant loads. 6.0 APPENDICES 6.1 Attachment #1 - Coordination Plot Fault F1 6.2 Attachment #2 - Coordination Plot Fault F2 6.3 Attachment #3 - Coordination Plot Fault F3
