Dear ilt. Martin,
A review of 1.E. Buttetin 78-09, our July 28, 1978 response and the adequacy of.the procedures and conttols used at Nine flite Point Unit #1 to assure that drycell head re-instattation achieves a degree of teak tightness equivalent.to.that attained during instattation immediately ptecceding the last successful ClLRT, has demonstrated a need for pto-cedural revisions.
Af ter thitteen years of operation, no ptoblems have been experienced in re-instattation af.the containment head or any other bolted closures; howevet, no parameters have been established to attow a comparison between successive installations. Reconsideration was given to the methods ptesented in the Bulletin 78-09, but att were rejec.ted for application at this facaLity.
Maintenance Procedure N1-MP-1.8 has been revised, and now utilizes a Siach tensioner model #1 X 39000 pressurized to 6500 psig to apply.the final bolt load to each stud. Calculations were performed which establish that at this tension, adequate bolt loading is achieved which will ptevent Lifting of.the heads during a design basis LOCA, and an adequate margin exista.to ptevent bolt oversttess.
Therefore, we are currently in compliance with the intent of Bulletin 78-09.
