OL Certificate of Negotiations re Eddleman 41 & 65 Interrogatories Wells Eddleman hereby affirms:

Apnlicants' second set of e co d er/ftc WS Hl466) interrogatory resconse were received by me 5-16-83 (mailed 5-13, dated 5-12).

On May 26, 1983, I sent a nostcard to the Board (copies to Applicants and 3 x to NRC Docketing & Service, per an oral order of Judge Kelley's, and the Board's 3-10-83 order), that negotiations on these responses would occur when Applicants' attorneys were available.

I had understood Applicants' attorney Baxter would be unavailable for such negotiations until approximately mid-June; when I then contacted him, he said this was not the case.

He said he would raise timeliness objections to any motion to comoel on these contentions.

We then set a negotiating session for 1 July; after several phone calls, we set our last negotiating session on 41 and 65 for 25 July.

None of our differences were resolved in these sessions.

We did discuss each objection and each answer where I sought more information

than given.

There was no progress.
