SUBJECT:
Request to Establish Regional Capability to Receive Periodic Import and Export License Reports Via Remote Terminal Link with Wylbur.
Region V Safeguards Branch receives inquiries from U. S. Customs about specific imports or exports of special nuclear material passing through West Coast ports. For a time, we attempted to answer their questionr based upon the information contained in the regional copies of the routine " Summaries of Nuclear Export and Import Licensing Action Reports".
This system was judged inadequate because keeping it current required much more clerical time than could be devoted to maintaining it as a reference file.
Sometime ago, International Programs, through Debbie Sullivan, arranged to supply six month summaries of all current Import and Export licenses.
As it turns out the six month summaries don't match the dynamic nature of the Import and Export licensing actions, and Region V changed its request to quarterly reports.
Ms. Sullivan is no longer with International Programs and Betty Wright has been accommodating our request.
Both she and Neal Moore are very cooperative in working with Region V Safeguards. But so much time is spent in prepatory communications and followup confirmations that a simpler procedure is needed.
Some months ago Region V, as part of the Regionalization process, acquired additional computer terminal capabilities with a data link to Wylbur and I would like to use this capability to obtain those current listings of active Import and Export licenses directly.
I understand, from discussions with Neal Moore, arrangements for doing just this would have to be worked out through International Programs.
I would like to establish this capability as soon as practicable.
