Dear Mr. Crow:

I request that the reference license be amended in accordance with the attached replacement pages of our license application.

The amount of research and development utilizing large quantities of uranium and plutonium has been declining at the Lynchburg Research Center in recent years and it appears that this trend will continue in the foreseeable future.

In response to this situation, I want to reduce the possession limits under the license to levels that are below those that constitute an effective kilogram, as defined in 10 CFR 70.4 (T).

In so doing, the LRC will be relieved of having to meet the safeguards requirements in 10 CFR 70, 570.51 (except 570.51 (b) & (d), 570.57 and 570.58. This relief is needed to reduce the number of hours that are expended by the technical staff members in performing functions that are now required to comply with these parts.

This application eliminates the possession provisions for U233, 11_

censed tuterial in 40 irradiated LPR fuel elements, and licensed material produced during irradiation of 250 Kg of source material.

The two categories of uranium have been expanded into seven to clearly specify what materials should be included in calculating the effective kilogram total and which are not to be included due to encapsulation or irradiation. The plutonium possession limit has also been sub-

stantially reduced.

4 A.4 RESTRICTIONS A.4.1 Unirradiated Plutonium Research and development activities utilizing plutonium shall be confined to the following:

1.

Research and development of analytical chemistry techniques l

and procedures.

2.

Preparation of irradiation and test samples.

Scrap recovery.

4.

Research and development of sintering process techniques.

5.

Fuel characterization.

6.

Perform studies of the conversion of plutonium nitrate to l

plutonium oxide.

A.4.2 Pyrophoric SNM Research and development or processing of special nuclear material in pyrophoric form is limited to quantities not exceeding 200 grams of U-235, U-233, or plutonium. Pyrophoric SNM is finely divided U-233, U-235 or Pu metal powders no greater than 0.044 mm in diameter.

A.4.3 Plutonium-238 Research and development or processing of plutonium containing greater than 127. Pu-238 shall be performed in the hot cells.

A.4.4 Uranium Hexafluoride The LRC is restricted from processing or conducting research and development utilizing uranium hexafluoride.

A.5 ORGANIZATION AN'D POSITION REQUIREMENTS A.5.1 Organization The Director of the LRC is ultimately responsible for the safe opera-I tions and control of activities at that facil'f.f.

The radioactive materials must be stored in a locked room or O. '<

The material must be stored, in containers which meet DOT specifications for transport, except where the storage facility is a facility at the reactor site designated for handling radioactive material.

The radioactive caterial shall be used for temporary periods e

for instruction of reactor plant personnel in radiochemistry.

The temporary period shall not exceed 60 days, unless approved by the Safety Review Committee.

All persons using the radioactive material shall be furnished e

with proper personnel radiation monitors. Radiation survey instruments will be available.
