REQdEST FOR INFORMATION REGARDING THE TRANSSHIPMENT OF SPENT FUEL FROM THE SURRY POWER STATION TO THE THE NORTH ANNA POWER STATION, UNI 1SNO.1ANDNO.2(NA-132)
By order of June 10, 1983, the Atomic Safety and Licensing Buard (ASLB) ruled that the ASLB had jurisdiction to consider the health and safety as well as envircnmental impacts regarding the subject noted above.
lhis ASt.B ruling requires additional review of your amendment r24uest dated July 13, 1982 which would allow the receipt and storage of 500 spaat feel assemblies from Surry and which would be stored in the proposed augmer.ted spent fuel pool (/mendment Request dated August 20,1982)atNA-1&P.
The NRC staff could not anticipate the June 10, 1983 ASLB ruling and, there-fore, had to initiate the imediate actions necessary to produce the require Safety Evaluation and Environfhental Impact Appraisal for the transshipment of fuel as discussed above.
It has been determined that the review and completion of the required SE and EIA will be done by the Uranium Fuel Licensing Branch, Division of Fuel Cycle and Material Safety, Office of Nuclear Material Safety andSafeguards(MMSS). Other resources of NMMS will be available to assist in this task if so required. The Division of Licensing, NRR, will coordinate the activities required to fulfill the Boards June 10, 1983 Order.
The NRC staff has completed its review of your July 13, 1982 submittal with respect to the health and safety and environmental impact regarding the trans-shipment of spent fuel from Surry to NA-1&2. The review also included your amendment request of July 13, 1982 regarding route approval.
Based on the staff review and in keeping with the Boards ruling that health and safety and the environmental impact of transshipment of fuel be addressed, the staff finds that the transportation aspect of your proposed transshipment has not been adequately addressed in your submittals.

Section 12.0, " Environmental Impact of the Proposed Action," of
" Summary of Information..." (Attachment 3 to VEPC0 request for amendment dated July 13, 1982), is silent on the environmental impact of the transportation of spent fuel from Surry to North Anna.
Add appropriate information on this topic.

Discuss the applicability of Table S-4,10 CFR 51.20, to your plans for shipping fuel from Surry to North Anna.
3.
If Table S-4 does not apply, specify the average population density along each of the proposed routes, maximum irradiation level (burnup) of the spent fuel to be transshipped to North Arna, and the maximum number of shipments per year.
4.
How much, if any, of the Sufry fuel stored at North Anna will eventually be returned to the Surry fati_lity?
5.
Provide a description of the VEPCO emergency plan for responding to spent fuel transportation accidents.
