4 Connecticut Yankee Atomic Power Company Docket No.

50-213 Haddam Neck Plant License No. DPR-61 As a result of the. inspection conducted on June 20-24, 1983, and in accordance with NRC Enforcement Policy (10 CFR 2, Appendix C) published in the Federal Register. on March 9, 1982 (47 FR 9987), the following violation was identified:

Section 5.5.1 of the Environmental Technical Specifications (ETS) requires procedures for assuring the quality of program results, including analytical measurements. Procedure CHDP 2.13, Split Sample Program, written pursuant to the requirements of Section 5.5.1 of the ETS, requires interlaboratory samples to be analyzed on a quarterly basis for chemical and/or radiochemical consti-tuents. Procedure CHDP 2.13 also requires that should the measurements inter-comparison fall outside the acceptance criteria, resampling and further analy-ses should be initiated in order to correct any deficiencies.

Contrary to the above, an interlaboratory sample split for tritium analysis during the third quarter of 1982 was outside the acceptance criteria, and resampling and further analyses were not performed as required by the procedure.

This is a Severity Level V Violation (Supplement I).

Pursuant to the provisions of 10 CFR 2.201 Connecticut Yankee Atomic Power Company is hereby required to submit to this office within 25 days of the date of the letter which transmitted this Notice, a written statement or explanation in reply, including: (1) the corrective steps which have been taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Where good cause is shown, consideration will be given to extending this repsonse time.
