!!asonry Diock Malls On June 21 through 23, 1983 several 'iRC staf f nenbers and consultants met with your representatives at the Davis-Besse site to discuss the design and analysis and examine calculations and certain construction documents related to masonry block walls. The enclosure to this letter is a sunmary of the meeting.
Our examination of design analyses, sone of which epplied the energy balance technique for certain block walls, has revealed several arcas where the staff finds that additional infomation is required to continue with its review. The information required is identified on Attachment 1 of the enclosure to this letter. These requirements were discussed with your representatives prior to the conclusion of our r'eeting. Please provide your responses to these items no later than August 19, 1983.
We would like to thank you and your staff for the excellent cooperation extended throughout the meeting. We also note that your staff was well prepared which resulted in what we considered to be a very productive recting.
The infomation requested in this letter affects fewer than ten respondents; therefore, O!!B clearance is not required under P.L.96-511.

Summary of meeting June 21 THROUGH 23, 1983 CONCERNING MASONRY WALLS On June 21, 1983 through June 23, 1953, several NRC staff and NRC consultants met with representatives of The Toledo Edison Company and its Consultant at the plant. site to review certain masonry wall design calculations for the Davis-Besse Nuclear powar Station and to view a number of masonry walls of particular interest throughout the facility.
This design review is conducted as part of the Commissions activities with respect to IE Bulletin 80-11 The plant walk-down allowed the staff and its consultants to observe actual installed conditions of the masonry walls and, in combination with the review of design calculations, understand the application of the energy balance technique (a non-linear analytical method) used by the licensee to qualify certain scalls.
The walk'-down was conducted
<1th particular interest directed to examination of boundary conditions, post installation modifications, accessibility, general condition, and attachments.
In response to IE Bulletin 80-11 the licensee determined that 36 walls require modi fication.
To date 17 of these have been completed.
The remaining modifications are in progress and the licensee expects them to be completed by November 1903 Construction related documents inc,luding specifications, material test reports, inspection records, and construction details were examined.
Calculations for nine walls were examined with respect to modeling 4

Provide a summary of walls which have to be qualified by an increase in allowable stresses for OBE load combinations.
Indicate actual calculated stresses and allowable stresses.
Justify the increase in allowable stresses. -
